Thomas Osborne held the post of town mayor twice. Later he became a banker and newspaper owner. Then he went to prison even though he had not committed a crime. Why? He had the chance to meet the governor of New York. The governor had asked Osborne to suggest ways to improve life in the state's prisons. So he spent one week in a prison. He found many things that shocked and angered him. He felt that the men inside were treated worse than animals. Later, he could start a new program to improve the conditions of the prison, and it was very successful.
